The decentralized cooperation is carried out by local authorities, professional associations, schools, research centres, environment associations, women associations, rural associations which provide their financial and or technical and logistic support to implement development activities.

The decentralized cooperation supports and bolsters principles such as : participation, empowerment, partnership, ownership claimed by the international community as a new base of the human development.
